So instead of paying the guy who did the work on the property (house), she had her goon squad, lap dog, village council pass a law, allowing Mullins not to pay the bill. Hummm, I wounder if there was a permit? I doubt it.

Most likely the contractor or who ever put the lien on the house, still did not get paid. As a plumbing contractor I run across scum bags like this all the time, doing work for a grease ball home owner and not getting paid.
